You can only get Bankai lvling points from being in a clan. Try pming clan leaders or level up your character and try to apply then. Good luck!

yeah same i applyed 5 times from different person and they dont accept me im lvl 80 and they recruit lvl 69 or lvl 70 . wtf can anyone recruit me im lvl 80 in s9 server

just be patient on waiting to join a clan,
shouting on world chat wont do you any good,
they would just irritate those who reads you spamming "i need a clan"
just wait for "openings/opportunities" and stay online as much as
possible, be friends with everyone and level up some more,
you can then earn some trust and may help you get into a clan..

    Yes you can. As long as you are inside a clan and you do clan events that give bankai exp. You will be able to upgrade your bankai.
